The essay addresses one of the most pressing issues in the art sector: improving procedures for the international circulation of artworks while balancing cultural heritage protection with private property rights and economic freedom. In the absence of legislative reform, it outlines nine practical proposals that could be implemented immediately – without changing existing laws – to enhance efficiency, transparency, and credibility. These include limiting the annulment of export licenses, ensuring consistent evaluation criteria, respecting deadlines, increasing data accessibility, simplifying import/export procedures, and promoting flexible mechanisms for reviewing cultural property status in light of evolving scholarship.
